Leasehold Reform
The Government launched an open Consultation this month in relation to strengthening Leaseholder protections over charges and services

The Consultation closes at 11:59pm on 26 September 2025
Its description of such Consultation included the following:
​
"The Leasehold and Freehold Reform Act 2024 brought in a range of measures to improve home ownership for millions of leaseholders in England and Wales. These measures include increasing transparency of service charges and building insurance policies, as well as tackling unjustified litigation costs
​
This Consultation seeks views on how to implement these new requirements through secondary legislation, which will help leaseholders to better scrutinise and challenge unfair fees and charges, as well as the reasonableness of the services they pay for"

Judicial Review
​
The Judicial Review (brought by a group of Freeholders against some of the Leasehold Reforms to be introduced under the Leasehold and Freehold Reform Act 2024) took place this month
​
It could be some time before the judgement is known and there could be the potential of an appeal after that
​

​Right to Manage and Leasehold Bill
​
​​This Private Member's' Bill was introduced to Parliament on the 18th June and is due to have its Second​ Reading on 12th September
​
It seeks to:-
​
-
lower the threshold required for a successful Right to Manage application from 50% of qualifying tenants to 35%
-
redefine 'qualifying tenants' during a right to manage application as tenants who respond either positively or negatively when asked to vote
-
establish a duty for Freeholders to assist the Right to Manage company when it contacts their fellow Leaseholders
-
establish a presumption in favour of Leaseholders on occasions where Freeholders counter-claim at the First Tier Tribunal
